Ever since I reported an unauthorized payment, PayPal has basically locked my account and won’t let me authorize it back on the App Store so I can’t download any new apps or pay for apple music. I’ve emailed more than once and they never answer. What do I do to verify it?

Based on your description alone, you most likely need to change your password, change your security questions, and possibly upload a copy of a valid photo ID in the PayPal Resolution Center as these are usually the steps needed to make sure only the account owner has access to use the PayPal account.
