Unfair dispute resolution

On the 19th of april i sold a dress to a buyer in the USA. The sale including standard shipping was £90, asked the customer if they wanted to pay the extra to cover tracked shipping cost and they said no. Went ahead and posted the dress across the pond with standard shipping as I couldn’t afford to pay for tracked. the same day that I posted the item the buyer raises a claim stating that the item has not been received (?). After back and forth disputing, it was raised to paypal as it was getting nowhere. Customer was adamant i hadn’t sent the item even though i provided proof of postage. Gave this information to PayPal and today they have decided to favour the buyer and refund her £90, leaving my account in -£90, and leaving me without my sold dress, therefore the customer has gained a free dress and I have lost double. Unable to appeal the ‘resolved’ dispute as it only gives me 2 options ‘provide tracking info or provide proof that I have already refunded the customer’ both of which I obviously don’t have. Is there a way I can at least get my money back? Either the customer has scammed me and received the dress but claiming she hasn’t (knowing that I can’t prove this as no tracking info) OR the courier has lost the parcel and the customer hasn’t received their item. Either way I am without my sold dress and £90 down too which is really unfair as I have done my part and sent out the item and provided proof of this. What can I do?

I'm sorry that happened. Expensive lesson learned, always ship with tracking and with insurance included in case an item gets damaged or lost during delivery.
