I just had this scam perpetrated on a purchase I made for a bicycle child trailer around 21st June 2020. Amount slightly under $100. Seller address in NJ USA, which was a house when viewed from Google maps, but the item was shipped supposedly from small town UPS office in Missouri. The UPS tracking web site # info matched my address, said it was delivered, but said the item weighed 0.8 lbs,In fact the item I purchased was listed as weighing 42 lbs.
And I never received any packages from UPS, my security cameras for the day and time of delivery show no deliveries. Note: I have large package Box on my porch with movement triggered Blink security camera. Our neighborhood is very secure, and in more than 10 years I've never had package stolen off my porch.
First contacting the seller email given in Paypal several times, saying I had not received te described item, even posting the web link describing the item. This resulted in no reply, then contacting the website where I purchased the item, item was still posted, but had different contact email address, but also got no reply. Then I contacted Paypal through their Solution Center, their website forms for reporting this complaint were not working, nor was their electronic robo agent, both couldn't find the Paypal reference #, and so I couldn't upload my info for the claim. So I went to reporting via a real live agent, this was slow due the undemanning caused by Covid, but they did come back, recognized the Paypal payment ref # and I reported the issue and got a case number. Later I uploaded the copies of UPS tracking info, the web site info, pointing out the discrepancy in weight, informing them about my security cameras not recording any deliveries for that time of delivery. So for the moment still waiting on a resolution from Paypal. BTW: The seller maybe Chinese as he used a chinese character name in front of his paypal name.

GOOD news. Paypal came out in my favor and I got a refund from them. Glad I managed to copy and save documentation to use in my claim. Interestingly the scam Web site was finally closed down when I last looked. Luckily I had screenshots and html downloaded copies of the scam website details, and also of the item I purchased. Still wondering who signed off on my supposed UPS package here where I live. I have opened a claim of no delivery with UPS asking for delivery details for my Paypal claim. Kinda not necessary now. But UPS haven't answered my claim as of yet, still would be interesting if they do find out something and share it with me.
