Totally Ignored by Pay Pal Resolution Centre

I bought something that did not work, so requested a refund through Pay Pal.  They went to the seller, who requested a copy of the packaging and a picture of the fault with the goods. I asked several time how do I take a picture of something NOT WORKING ?  They ignored me, then the seller wanted me to return the item to them in Canada, North America, with tracking facilities.  Then send tracking info to them, when the item is returned I would get my $21 refund.  I asked several times why I had to go to the expense of posting and tracking to Canada, when I have a returns address in Birmingham UK printed on the original packing ? I was totally ignored.  My claim has now been closed.  My $21 is in the bin along with my paypal account.

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country.

You also need to check the return info as sometimes companies despatch goods from countries worldwide BUT returns go to a depot in one set country.

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction .....

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card however card issuers have equally often requested proof of return of goods first.
