Seller unable to send refund

Hi,

 

I made a purchase in April 2020 and lost access to the product early December 2020. The seller agreed to refund the money but is unable to do so. 

Please help me understand how to get refund from them. This is a PayPal India account. I asked customer support and they said since it is more than 180 days the seller is unable to send refund. What options do I have to get the refund from the seller.

As its over 180 days he can't refund, as you can't accept personal payments he can't send that way either.

The only way he can send is by using the goods/services option but you would have to set up your account to accept payments as per link to accept it.
