Scammed on Depop but Paypal won't help

My daughter bought festival tickets on Depop but paid for them on Paypal through friends and family. The ticket listing was immediately removed and she was blocked so clearly a scammer. Paypal don't want to know because of the way she paid for it. We have screenshots of the scammers hotmail account and clearly he has a Paypal account. I don't want him to scam other people so should I take this further by contacting him directly and threatening him with police action, or giving the police the details i have. Contacting Depop and getting them to remove him from their site. Contact Paypal again. I'm so angry he has seemingly gotten away with this and could be scamming lots of other people but I don't know whether to just tell her to put this down to experience or continue to fight to get her money back. Can anybody help please?
