There is a shame that the company allowed individual to be scam and charge there account amd require the place the burden of proof on the member. the web site in question has done this before to others thru false advertising and paypal still not helping with the dispute only asking for more documentation. here is more customer that have been scam and paypal is taking the vendor side.
Re: Scam Company: Yinglian Trading Co., Ltd.
Been scammed by this seller too - and PayPal not helpful at all, in fact they have been obstructive so am in the process of gathering evidence to send communications to a current affair and other public complaint forums.

I ordered a number of small items plus paddleboards for US$134 - great price, that should have been an indication it was a scam (stupid i know). Smaller items arrived but no paddleboards.
Contacted seller though Paypal thinking I was protected and they would help but no. Seller sent parcel tracking link, I asked for an itemised customs manifest to prove the paddleboards were sent and PayPal closed the case without that being provided. I feel PayPal has protected this scammer and I'm really angry as had always used PayPal and paid their fees for what I thought was my protection. was told by their customer service person I'd have to take legal action myself. Can't believe PayPal closed the case before a manifest to prove it was sent/not sent was provided and now won't allow a dispute to be raised.
I never use PayPal again for my business or personal use and will make sure this matter and their treatment of it is publicised.
in my opinion paypal should be accountable for let in this vendor do business thru there service, it look like a class action lawsuit should be a option against paypal and the vendor since is so many complaints against the vendor on line. my priority right now is payoff this account an warn other of the business practice

Did you open a dispute for non receipt of item? If so the seller would win if they provided a tracking number.

Or did you open a dispute for item received but not as described ie wrong or insufficient items?

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.

So they give you 'some' buyer protection but the onus is on you to risk assess your transactions.

They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.

The best thing is to not buy from them in the first place, to recognise them -

1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.

I have to said that after complaining to PayPal and proving previous comments form other customer that encounter the same scam, PayPal did the right  thing and reimburse me the total cost. i have to said Kudos to PayPal for owning and resolving the issue.
