Resolution centre doesnt work for the buyer at all

We are supposed to be covered by paypal when we purchase, especially if we have proof that the seller acted fraudulently.

BUT ITS ALL A HACK, PAYPAL GOES WITH THE SELLER WHEN THE VOLUME OF SALES IS IN PAYPALS BUSINESS INTEREST.

There are video adverts widely seen on social media platforms of what appears to be USA sellers selling wigs & other beauty products, I clicked on one such link & it took me to what seemed like a bonafide seller, i felt secure to part with £106 because i could pay via paypal.

The items arrived within the listed time frame, but to my horror nothing was as described at all, the wigs were unfinished, and basically not wearable at all, as only partially made. I immediately contacted the seller via email after a couple of days no response at all, so i contacted them through paypal and raised a not as described case. After a week no response, so i escalated the claim. I gave paypal all the links to what was described and to the video, inspite of this paypal told me they could only help if i RETURNED the items AT MY COST. well I live in UK and the seller i discovered was not in USA but in CHINA. the cost to ship the item was rediculous at almost £30 on a 5 day tracked shipping with insurance. The item arrived in china, the seller was contacted by chinese customs to pay the fee they levied, the seller did not pay or pick item up, the courier also contacted the seller using the details he provided to paypal AGAIN the seller did not respond. I WROTE TO PAYPAL complaining as to why I had to pay the shipping when item is clearly not as described, and on social media platforms hundreds of women are now complaining about the seller. Plus I gave both tracking details supplied to me by the courier PLUS copied the emails from the courier PROVING that they too have contacted the seller who doesnt respond, and the item is now languising in chinese customs waiting for the seller to contact them. 

I AM ASTONISHED THAT THIS MORNING PAYPAL CAME BACK TO ME SAYING THEY HAVE CLOSED THE CASE pp007003022137 BECAUSE I SUPPLIED INVALID TRACKING NUMBERS... that just made me burst into floods of tears. as the wigs were purchased for my daughter in law who has cancer!!!! PAYPAL DIDNT CONTACT PREVIOUSLY TO ASK ME TO SUPPLY COURIER DETAILS AGAIN or verify the tracking numbers WHICH BY THE WAY IS CORRECT AS I HAVE TRACKED THE PARCEL MYSELF. PAYPAL JUST CLOSED THE CASE AND WENT WITH THE SELLER, I HAVE NOW LOST £106 PLUS THE £30 TO SEND THE ITEM BACK TO THE SELLER

HOW IS THAT PROTECTING A BUYER 

THIS STINKS, DOES ANYONE KNOW HOW I CAN TAKE THIS FORWARD, CAN I GO TO THE BANKING OMBUDSMAN

I raised a claim to the resolution centre TWICE. Paypal closed the claim saying it was not sent for resolution before deadline. WHY? and can this be changed?
