Resolution Centre Not Working

I received an email from PayPay about a current fraud issue, where I paid for goods but they haven’t turned up. PayPal sent me an email stating the fraudulent seller has sent a message, but I am unable to access the message, by using Safari, Chrome or FireFox. Once I click a link to read the message a circle appears then nothing. This is very frustrating. PayPay do not answer emails, I have no idea what to do next, it looks like I’m going to lose my money, I am going to report PayPal’s “brickwalling” to Visa & MasterCard, unless it can be resolved easily, but that’s not what is happening so far.

Never mind about any messages, if the item has not turned up then have you escalated the dispute to a claim?
