Refuse to refund

I ordered a dress from an instagram account “@oc_design_” I paid through PayPal on 30th October and was told that I will receive the dress within a week. Then they started to ignore my messages and kept stalling for almost a month now... how can I get the refund?

Locate the payment transaction and click "Report a problem" in transaction details to open a dispute.

I can’t it says: Unable to complete your request We're unable to file a case for this transaction. You can contact Customer Service for further queries.

How did you pay? which paypal option did you use?

They sent me a PayPal invoice on my email and I paid with my credit card linked to my PayPal account just like how I normally pay
