I ordered a dress from an instagram account “@oc_design_” I paid through PayPal on 30th October and was told that I will receive the dress within a week. Then they started to ignore my messages and kept stalling for almost a month now... how can I get the refund? I can’t report the problem it says: Unable to complete your request We're unable to file a case for this transaction. You can contact Customer Service for further queries. Now the employee is asking for my bank details so they can “bank transfer” the refund. And I don’t know why they’re avoiding the regular “PayPal refund” and asking for my IBAN and bank transfer.
