Proof of Delivery without COMPLETE Shipping Address????????

- I placed an order November 14, 2019. Order 3583 for a Dyson Airwrap Styler Complete - $299.
- On Thursday, November 28, I wrote to support asking where my order is. Email was returned.
- I filed a dispute with PayPal asking for my money back
- Today, December 9, I received a letter stating I lost my dispute, seller provided a tracking number.
- I went to UPS.com and saw that the package was delivered to "City and State".
- I called UPS to file a claim since I didn’t receive package.
- UPS stated that the package was delivered BUT the address WASN’T my address. UPS stated they couldn’t provide the full shipping address because of “privacy issues”.
- PayPal Customer Service informs me that my information regarding the wrong address isn’t enough, I need a letter from UPS. I explained UPS will not give me the information because of “privacy issues”. Employee #1670006 informed that I needed to waste more of my time by driving to a UPS facility to request the information in person, the same information I’ve already been told they won't provide.
- I suggested that PayPal contact the seller for the “complete” shipping address and was told a “third party” is used to verify if a tracking number is legitimate or not. The problem is the third-party information only provides the City and State, not the COMPLETE address. If the shipper has a typo in the address, the package shows as delivered.
- The phone call ended with employee #1670006 saying that if I can’t produce an unobtainable letter from UPS, I don’t get my money back.
There are so many things wrong here. The first one being – why isn’t she shipper required to furnish a “complete shipping address”?
Why is it MY responsibility to waste more time running to the UPS office for a letter UPS said CANNOT be provided.
I'm not willing to accept this and plan to fight the dispute.
Does anybody know how to get a letter from UPS showing the complete shipping address?

This is like any court case, you have to provide the evidence that the tracking number is fake if that is what you claim. So better march right up into UPS and get this info in person. For 3 hundo, its worth it. You claim you didn't receive item, well, seller provided proof of delivery (tracking number). You discover tracking number is fake and claimed that to PayPal then, the burden of proof is on you now. Hit up UPS fraud dept again to ask them to put it in writing in some way.
I guess you need it in writing that as per UPS's investigation into tracking number blah blah blah, that your address blah blah blah is not the delivery address on the package, nor was it delivered to said address. Or something to that effect if UPS cannot divulge the actual delivery address. I would also file ic3.gov report, too. Pdf all the evidence, appeal case and upload it. See if that works, if not, then you can invoke your credit card chargeback rights with the evidence UPS gave, if that is how you paid. Perhaps your CC would be more sympathetic.

Thank you for the advice, do you work for PayPal?
To say I'm disappointed how PayPal has chosen to handle this situation is an understatement!
1. The shipper has yet to prove they shipped a package to me, they only provided a CITY and STATE where a package was sent.
2. The shipper didn't even have to provide a NAME, just a CITY and STATE for PayPal to accept the package as delivered.
3. Why the Double Standard? PayPal clearly didn't require the shipper to provide a COMPLETE address so why am I, the CUSTOMER required to provide the COMPLETE address where "the SHIPPER sent a package".
Asking the shipper to provide the COMPLETE shipping address isn't unreasonable and would save everybody a lot of time and effort especially since UPS has told me twice they will NOT give me the info PayPal is asking for.
Do you think PayPal would open an account if the person only provided a City and State and no physical address?, me neither.

Well I made the time to go our local UPS office to request a letter in writing from UPS and guess what - they will not provide a letter for "privacy reasons". What now PayPal?

I am amazed at the number of people who wrote about PayPal accepting only a City and State as "proof of delivery".
The fact the shipper is not required to provide a COMPLETE address in a dispute is pure BS and laziness on PayPals part, in my opinion.
I called UPS, as many of you have, I took more time and went into our local UPS office only to be told the same thing , no letter because of "privacy issues". How does one prove a negative? The bigger question is WHY should the customer be required to provide the shipping address, the customer didn't sent it and doesn't have access to that information!
There is light at the end of this tunnel - CALL your bank or credit card company where PayPal took the funds. Let them know you didn't receive your purchase. Let them know only the city and state matched the tracking info and UPS not able to provide a letter. I told my bank this and was amazed at how fast Chase Bank put the funds back in my account.

I am having this same issue. I am going to get USPS to write that tracking number xxxxxxxxxx wasn't delivered to my address. I hope this workaround helps. My issue is with scammers. F******* scammers!
PayPal should definitely require the proof on the seller. This is how scammers are getting many people. And costing PayPal money. Require sellers provide tracking address as proof. It would cut down fraud and put people's faith back in PayPal.
I now avoid PayPal and if I have to use them, I use my linked credit card, not bank account. That way I can dispute with credit card if PayPal won't protect buyers too.
