I am having this same issue. I am going to get USPS to write that tracking number xxxxxxxxxx wasn't delivered to my address. I hope this workaround helps. My issue is with scammers. F******* scammers! PayPal should definitely require the proof on the seller. This is how scammers are getting many people. And costing PayPal money. Require sellers provide tracking address as proof. It would cut down fraud and put people's faith back in PayPal. I now avoid PayPal and if I have to use them, I use my linked credit card, not bank account. That way I can dispute with credit card if PayPal won't protect buyers too.
