Problem with PayPal buyer protection.

I paid for my purchases via PayPal, but the item was not delivered. I opened the case in PayPal about not delivered item and I did not receive the money back. I live in St.Petersburg and applied to PayPal Moscow Office about problem, but the operators began to deceive me. How do I get my money back?
