Please help - dispute rejected

Case number: PP-D-103833205 Case number: PP-D-103833247 I bought three laptops from eBay, 2 of them shipped by eBay international shipping the other one with FedEx, I received the one shipped by FedEx from USA to Malaysia in 18days without any issues, the other two are stuck in transit for 60days, I contacted the seller he told that my items might be in customs because of lithium battery (which doesn't make any sense) since the tracking shows that the items still in Germany, I ended up disputing the issue to PayPal, and my dispute got rejected three times by three different reasons 1- the seller said that the items are in customs. 2- the seller provided a tracking that proves you received the products. 3- the seller gave you a custom officer number to call and ask about the items (that doesn't happen). From my side I called DHL e-commerce, post office Malaysia, customs Malaysia and all confirmed the items are not in Malaysia, and I gave PayPal the three agencies phone numbers to confirm with them I asked PayPal every time to share the proof the seller gave them but they never did, and they also told me we will call you three times and everytime I receive a message that they couldn't reach out to me.
