Pending fraud charge

I have a paypal debit business card and late last night it was charged for an Uber ride. someone obviously found an old lost card I had replaced. paypal issues the SAME CARD when lost or damaged instead of replacing the lost card. to get a new number I have to cancel the card completely and REAPPLY for service all over again instead of giving a new card with different number.  so for now I locked my card with pending payments BUT I can't despute the charge in the help center because all the help center charges MUST complete and finish paying before they will even start an investigation and the customer service centers hours are only Mon to Friday being Friday night after hours I have to wait til Monday to even call them so they can tell me the same thing. they won't protect my account until my card has finished paying for the fraud.  takes weeks to get it reversed too. in the mean time I have no card to use myself because paypal is lazy and won't CHANGE the card number for the lost or stolen credit cards.

I tried to contact Uber but they have no customer service contacts at all, they don't deal with anything unless it was a charge YOU made in their app and even then its automated.  someone else used my debit card in their app to pay. I can't even tell where it was or the time of the transaction I just get the PayPal receipt that has a tracking number and a date.  why won't they show where the charge happened and the time of the transaction? what can I do other than basically cancel my whole paypal account due to their lazy protection? I need my money for my daily stuff but Paypal is working hard with the criminals to make sure only THEY get my money. I feel like its paypal themselves that's robbing me. what can I do?
