Paypal withholding funds for more than 180 days

Paypal has been withholding my funds for well over a year now. I understand that you do not want to offer your services to me anymore, but I would like to receive any information regarding the refund. There's no way to get through to the agent over the line. What should I do now?

1. Go to: https://www.paypal.com/smarthelp/contact-us
2. Click Disputes and account limitations
3. Click Account limitations
4. Click Check the status of a limitation
5. Click Message Us or Call Us.

Call early, during business hours to reach a US agent.

Other option is to open a case with bbb.org under PayPal San Jose, CA to contact PayPal's Office of Executive Escalations to review your account.
