Paypal didn't process the refund and Send the account to Collection

HI All,
I am Navin. I have made a purchase from Sears Holding corp for washer and dryer on 04/07/18 and returned the dryer on 04/15/18 and i was expecting a refund of $522.97.
Sears has sent a refund / Paypal Credit on 04/15/2018 for $522.97 with the below details
Trans # 6027 Store # 09300 Reg# 441
Assoc# 772509 Sales Check # 093004416027
Paypal has credited the money with Transaction ID # 1TS834013F0276000 and transferred it back Transaction Id # 4V684617D5637612B and send the account to collection.
when checked with Sears, sears has already sent a Paypal credit, which paypal has not processed the refund. Due to this, my account is showing the -$522.97.
I couldn't contact Paypal to provide the proof of the paypal credit (Screenshot attached)
when try to contact via phone, the Automated call is directing me to file a dispute in the resolution center. I am not able to talk to a real person. The automated voice is trying to get me to the resolution center.
When try to contact via resolution center, i am getting an error "Unable to complete your request" (Screenshot attached)
When i try to email, i am getting a generic reply stating that to contact the resolution center.
I am going back again to the same starting point.
Paypal has not processed the refund send my the merchant (Sears) properly. For their mistake, they are referring me to the collection agency. i contacted the collection agency for this issue and they asked me to contact Paypal.
I can't contact Paypal with phone/email/online (through resolution center). Is there anyway i can contact them? Can someone in the forum can help to resolve this?
Can you provide a phone number to talk to Paypal customer service? I need to talk to a real person to resolve this. (not the automated chat bot)

Have you contacted PayPal Credit customer service? Unfortunately there are no customer service reps in the forums, just other PayPal users and we have no access to the PayPal system or other user's accounts. Google "paypal credit customer service" and the phone number is there. If that doesn't work, you will need to keep calling the main PayPal customer service: Click "Help" at the top menu, then scroll down and click "Contact Us" and then select the phone option. Press "0" to get an operator.
