Paypal Will Not let me Unlock My Account Despite Having Submitted Proof of Identity

I live in a Middle Eastern country and have a long history with Paypal. Which is why it was strange to have my account be locked and me being asked for proof. When I tried I made sure to provide as a copy of my passport as, at the moment, it is the most legitimate form of official document I can provide in Kuwait. My passport document was extended in the embassy of my country and signed and stamped but for some strange reason Paypal refuses to accept this document- which, despite me having explained it in the upload, would not have been much of a problem if Paypal were able to make-easy the ability to explain this over resolution center or such. I need help with this issue and no paypal contact services I can think of are working.

I have had the same problem. I supplied the documentation both by the web and email in January 2019, but did

not get a response. When I tried to resolve the issue by reloading documents on the web interface

it says "Thank you for providing the required information"

Numerous emails that I have sent to the email thread over the last 18 months 

have not been replied to. When the pandemic started and I needed to fix this but when I rang the phone number

 I was told there were no operators to speak to. When I rang today I was told the reason noone was

replying to my emails, was because the case was closed. A request to reopen my case has been lodged.

I will learn in the next few days whether someone will look at the issue. Only then will I have (hopefully)

someone and somewhere to send the documents to.

I should point out, there is no issue with respect to the authenticity of my documents. Rather there has just been

no response to the receipt of the documents, no way to resend them, noone to review them, and no-one to make

the decision on the status of my identity.
