Payment problem

I have sent a payment to a recipient who does not have a paypal account. He received the email notification and clicked to accept the payment. He doesn't want to set up an account as he doesn't want to provide any information to them. I have asked Paypal to cancel the payment but as they see it as completed they can't do anything they say.. paypal have suggested raising a dispute with the credit card company used with the associated paypal payment but they say the payment was authorised and completed so there is nothing i can do. Has anyone any advice.. the recipient is being obstinate and will not activate the account to withdraw payment or refund back to me.

Tell the recipient either the activate the account and issue a refund, so you can open a dispute or they get sued in small claim court.
