PayPal told me to send back item and then denied my case.

I bought a Nintendo 3ds that wouldn't read games so I opened a paypal case. PayPal told me ths buyer agreed to a full refund and to send the item back and provide tracking which I did. 2 weeks later paypal denied the case saying the item was significantly different. So now I have no item and no refund. Why did PayPal tell me to send it back and then deny the case ? What should I do now? I'm trying to speak to them on chat but I've not gotten through yet.

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or
have you considered contacting Customer Service via Facebook or Twitter?
