PayPal stole money because of damages caused by Acceptable Use Policy violation

I am trying to figure out what is going on with my account? PayPal has seem to take money from me before the 180 days after a representative told me previously that my money would be released after 180 days? They limited my account with no explanation when I called and asked the first time. I was really confused but I did not care as long as I got my money back. Fast forward 6 months later.... I did not violate any Acceptable use policy because if you go through my transactions it shows I have sold items through GOAT and Stock X from 1/[Removed. Phone #s not permitted]that gave me my balance. So is my only option to submit a subpoena? Even though all the evidence is through the transaction history? I'm confused. Any advise is appreciated, thanks!
