Acceptable Use policy may subject users to damages?

Paypal has reported that they are "revising the Acceptable Use policy to clarify that violations may subject you to damages."  I went to look up the Acceptable Use Policy, but I don't see damages mentioned anywhere in the policy.  Does anyone know in what situations a user might become liable to Paypal for damages?   Where in Paypal's user agreement is this described?

PayPal has changed. They are taking peoples money and keeping it. Beware ! Not a company to trust. A multi billion pound company that has turned to being one of the biggest frauds ever. Poor customer service. Associates that are too scared to raise an issue fearing for their jobs ….. A company whose license under British law should be revoked until the issues have been sorted out. Beware of the unfair terms & conditions too.
