PayPal dispute and return to China

Hello,
I bought i phone from eBay and it was broken, seller agreed to send a replacement one free of charge (via ebay messaging system). He never posted the item, not replying to my messages and emails.
I opened a dispute on PayPal and the seller replied and asking to return the faulty item to China.
When i bought it from eBay the item location was UK and it came with royal mail, i cannot understand why i have to post it back to China. Well, i can't post battery with Royal Mail, i have to use a special service such as DHL UPS etc with cost 40-60 pounds and PayPal can only give me 15 pounds for shipping.
Do you thing that is it my problem that im stuck to this situation? Why PayPal doesn't give me my refund even after i gave them my messages with the seller? The seller also is UK vat registered why there is no option to post it back to the uk address?
Could trading standards or my bank help me with this?

If you funded your paypal payment via a credit card then contact your card issuer for a chargeback.
Trading standards can't help you as they have no power with Chinese sellers.
Advice is voluntary.
