I'm very disappointed with paypal.
I purchased two pair of tactical pants from an English worded website. I am a very tall person and I ordered a 36 inch inseam. I assumed, wrongly, the company was in the USA. When I received the payment receipt from paypal it had only Chinese lettering for the company name. I do not understand Chinese. I had a bad feeling this company would not really understand what a a 36 inch inseam was so I e-mailed the company from the address on the paypal receipt. After e-mailing them ten or so times I gave up. Each e-mail came back undeliverable.
So I took my complaint to paypal.
They opened up a dispute. In order to resolve the dispute I had to send the package back to China at my expense ($27). I also sent paypal a jpeg of the package. Also a USPS receipt showing the tracking number. I sent this info all within the allotted time.
Today, I received a paypal message my dispute was declined because I did not send in any of the required info. I spent hours taking pictures of the package and trying to figure out the backend of paypal and calling paypal numerous times. Each time the person at paypal took down my info, or so I thought.
I called paypal, today. For some reason they do have all my info and receipt of postage and tracking number but it didn't make it to the resolution people. Why, I haven't a clue.
So, they reopened the case. I have a business account so I knew I was going to have to pay the returned postage BUT I never thought my claim would be denied. I never would have returned the package if I thought that. By the way the pants were not close to 36 inches inseam. About 4 inches short.
Sorry, just venting, at some sloppy service.

Generally, the decision made at the conclusion of a buyer claim is final and can only be appealed if new information is presented which was not considered during the original investigation.
If you would like to appeal the outcome of a claim you may be able to do so within 10 days of case closure by following these steps:
1. Log in to your PayPal account at http://www.paypal.com
2. Click ‘Resolution Centre’ near the top of the page.
3. Select 'Closed cases' in the drop down menu and find the claim you wish to view.
4. Click ‘Appeal’ in the action column.
5. Provide information for your appeal and follow the on-screen instructions.

I understand that.
My problem is I gave paypal all the info they needed and 'on time' and the resolution center still claimed I did NOT send them the info. I had to make two calls by telephone to finally find out paypal actually did receive my info BUT somehow it was not delivered to the resolution center. I don't know, bad organization, bad communication. Whatever, just VERY frustrating service. If my purchase was made with a credit card I would have been given an immediate refund.
I will remember this incident the next time I make a purchase. I'm more upset with the Chinese company that does not pay for return shipping. How can you sell clothing over the internet and expect every item to fit each customer. I have to pay $30 to return the package and now I have to hope I get my payment returned. Thanks paypal.
