Hello, I am desperate for help. I bought an item and the seller never shipped. They agreed to refund me after I lodged dispute through PayPal. Refund was pending and has since been cancelled?! Not sure why? Is this because the seller doesn’t have enough money in their bank account? What do I do? Thanks in advance
