Noncooperative seller failed to deliver package and refuses to refund

Hello, the website going by "greenbikekit" have delayed my delivery by a month after I paid extra for faster tarnpsort and now refuses to cooperate with me on where my shipment went. They claimed it's in my mailbox but I'm fairly certain they delivered it to the wrong adress as I haven't recieved anything from them yet. Now they completely refuse to communicate with me after I requested a refund and I'm now here asking you all for guidance on how I can recover my payment. 

I have used paypal through their site but somehow without having a paypal account, this current accout I've just now made hoping it would show my payment but it doesn't so I'm wondering if there's a way to refund my paypal payment prior to making an account.

Thank you all, I hope I can stop this company from taking my money so they won't get away with it and I've heard they have done this to countless of other people.

If you bought something online with a debit or credit card and did NOT log into your Paypal account then of course it won't show on that Paypal account because you bought as a 'guest buyer'.

If you need to open a dispute for a 'guest buyer' transaction then you can.......

1. Phone Paypal customer services and see if they will open one for you (difficult at the moment due to covid)
OR
2. Contact your card issuer for a chargeback.

 

IF its denied as the seller provided tracking then..........


APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
