I'm sorry to hear you haven't received your roses. You may have the option to file a dispute on your transaction. A dispute can last up to 20 days, before it automatically closes. If you still haven't heard from the merchant within that timeframe, you'll want to escalate your dispute to a claim. At that time, PayPal can step in and help out.
