I too was a fraud victim. Seller Nguyen <removed> used a bogus UPS tracking number that indicated delivery to "mail room" with signature in my zip code. WRONG - I live in a single family dwelling. Contacted UPS and they reported that the tracking number shipment was not delivered to my address but that "company policy" prevented them from telling the real delivery address (can you say IRRESPONSIBLE?!). Filed a dispute with PayPal and they quickly decided in the seller's favor because he had a delivery receipt. HOWEVER, I did some research in the Paypal Community and lo and behold there are about 30 complaints identical to mine regarding Nguyen <removed>. Scrolling down and there is a message from Paypal employee bellah_24 (bless you girl!) that simply states reconnect with a PayPal agent and begin the call or chat message with the statement that you are calling regarding an ongoing extensive fraud investigation of Nguyen <removed>. Within 4 hours my payment was refunded with an apology for not catching this issue earlier.

I too am victim to this seller and his scam. I fault PayPal as much as the seller as PayPal is way to quick to dismiss the claim with out confirming the delivery ticket is valid. Once the claim is denied there is no way to continue the dispute. I am very disappointed in PayPal. I had so much more respect for this business than they have for me.

I finally received a credit back on my cc acct. But it was pure frustration and totally un-believable what I had to go thru. It wasn't a substantial amount...but can you imagine the people who won't take the time to file a dispute, how much this scammer is getting away with not to mention the PayPal's fee. P/P definitely needs to revised their policy. Not a reliable way to go when making online purchases that's for sure! I will not be using P/P ever again...closing the acct. After filing a dispute with my bank, they put a hold the pymt. to PayPal until the dispute is settled. I get better protection with them. But going forward I will never Click & Buy again. Like the old saying- if It's too good to be true it usually isn't! Just an FYI...This scammer is under investigation by UPS! Stick with it & Good luck.

I'm the newest victim it seems. Chase/Visa will not refund my bank account as they say "Paypal confirmed the transaction is valid." I even have a police report of lost/stolen wallet, received new card from Chase and they still think this purchase is valid. Apparently my billing address is on the package delivery which got shipped to a fedex store near my house. The package was then picked up by someone other than me but who knows what it was. FedEx can't tell me what happened because they don't see my name or address on the package. I'm trying to get through to Paypal but so far they have been no help. We have the merchant ID but somehow they can't refund me? Or so they say. Still working on it. Going to close my paypal account either way and probably switch banks because Chase is terrible with this transaction.

Hello. Has chase or paypal gave you your money back? I'm curious because the same exact thing happened to me. On January 12 I noticed there was 5 transaction in my bank account of 29.99 each it said Nguyen Paypal, I contacted chase and they credited me meanwhile they did there investigation. On Saturday I received a notice that they will be taking away all the money from my account because the seller was able to verify that " I did do those transactions " so I asked for documents and it says the stuff got delivered to my address by fedex wich is stupid because it didn't! Fast forward I've been calling back and forth today with chase and paypal but I honestly haven't got no help, I doubt they are giving me my money back because all chase keeps saying is that the seller was able to verify it was me. I'm so upset , I work so hard for my money. All paypal customer service has told me is that the scammer created an account 5x using my card and after he would use it , he would delete the accounts.

Chase refused to refund or even try and work with me. I would send them backup from PayPal showing them that it’s a fraudulent charge. PayPal refused to pay me back until I basically said I was done with their **bleep** and reported them to the FDIC. I also reported Chase. PayPal after fighting with them for so long eventually gave me a “courtesy credit” for the same amount. So I used that money and now I am closing my PayPal account once that transaction clears. No help from chase, PayPal or FedEx. The FedEx store said they recognized the persons name who signed for it. They were about to help me out but then sounded scared to help me and told me to call the FedEx hotline but that was no help as well. Apparently you only need a card number and a billing address and you can scam as much people as you want and PayPal or the bank won’t do anything about it. My only suggestion is to ask PayPal for a courtesy credit in the same amount then you can use it to buy something else. I ordered Chinese food and used the PayPal credit to pay for it. Can’t wait to close my PayPal account.
