I have been fighting an invalid transaction on my debit card for over a month now. Back in May 2020 I filed a police report and notified my Chase bank that I lost my wallet or had it stolen. Now on December 4th, 2020 I received an invalid charge from someone through their paypal merchant ID. I first went through my bank who went to paypal only to confirm that the transaction is valid because "Paypal showed proof of a transaction using my billing address and the card that I use associated with my checking account." That's all the bank did in order to help with my refund. They declined the refund to my checking account. I then did the investigation myself by calling Paypal and found that NGUYENTHIVI sent a package to someone near my house to be picked up at a local FedEx Store. The package did not have my name on it and someone else other than me picked up the package. I also contacted FedEx and they were of no help. I tried the messaging service at Paypal and they have been no help because they can not find the transaction. There is a transaction just not in my Paypal account. They couldn't find the transaction using my debit card number but if I called in they were able to. Seems weird but whatever. I was told to call Paypal again but I received a call back and then the phone line was hung up on their end almost instantly. I tried calling back and now I am waiting for another call back between 3-5 hours. This merchant ID NGUYENTHIVI comes up a lot when searching Paypal forums as a fraudulent merchant. I did not buy anything using my debit card in question, I did not receive any package, this is 100% fraudulent. It should be a very easy refund, at least with my bank. The charge is only $29.85 yet Chase and Paypal are refusing to refund so far. I am planning on closing my Paypal and my Chase accounts after this. I can not imagine if it was a large transaction. I guess all you need is someones billing address to make a fake transaction clear all investigations. Businesses like this are supposed to listen and believe the customer. Especially when there is so much proof that it is fraudulent. Beginning with the fedex tracking number which Paypal provided me with. Customer service at Paypal is so bad I expected Chase to help me out but they did little to nothing. Hopefully someone at Paypal can reply to this.
