Need Help - PayPal won't let me access my hard earned money

I've gone through 3 different PayPal's now because PayPal keep limiting my accounts and stop me from sending or withdrawing money into my bank account. I signed up as a sole trader and PayPal won't let me access my money without showing proof of business registration. however I can't provide proof of business registration as I am a sole trader and not a business. It will cost me $300 to register myself as a business and I refuse to do so. I should NOT have to pay $300 just to be able to access my own money that I worked HARD FOR. PayPal as held over $5000 total in funds from me over the course of over a year. I've missed payments, gone into debt, borrowed money for rent etc. all because of this which to me is disgusting and unethical and should be illegal because I literally signed up as a sole trader and they are asking me to do something which I cannot do in order to access my OWN MONEY THAT I WORKED FOR. Does anybody have any insight or useful knowledge for me on how to resolve this? I have contacted PayPal twice and been told both times that I need to provide the documents that they ask for (even though I literally can't do that and I explained the whole situation to them) and what made matters worse was that for like 8 months or something I couldn't get in contact with paypal and they responded to none of my messages because of covid. I lost over $400 because the US dollar crashed. Which again, is NOT my fault - had I been able to access my money I would have lost $0.
