NEED HELP WITH MY ACCOUNT! Your account access is temporarily limited

I have submitted the documents for review last week but still not getting full access to my account - 

 

ISSUES: 

1. Your account access is temporarily limited. (We noticed that you've been using your PayPal account in a questionable manner. To understand this better, we will require some information from you. In an effort to keep your account secure, we've also limited certain features in your account. You'll be able to regain access to these features once you provide the information we've requested.) 

 

2. Money you receive from buyers is in your on hold balance and will be moved to your available balance after the order is fulfilled.  ---- I am not a seller but provided a service for my client and they're paying me through Paypal however the payment is still on hold and my client said that they're not seeing any confirmation option to their account) 

 

I have tried to contact Paypal customer service but they are no help at all they hung up twice and 1 rep placed me on hold since they do not assist Philippine clients.

 

Please help me with these 2 issues I have. I need to use the funds this Christmas.

What number did you call to speak with a rep?

I have called these number and been messaging for days now in the message center options.
