My PayPal account is restricted. When I upload my ID, I can’t select a value?

Hello eveyone

Our Business PayPal account is limited and I need to submit information for review. When I upload the identity certificate, when I select the certificate type, there is not a certificate type value? As a result, I cannot submit the information. I don’t know why? Please help, thanks
