I have recieved the paypal cash card in the mail to recieve my fund on my pay pal account which was limited by pay pal for 180 days what should i do now since my limitations have been lifted off of my account. Because i haven't been able to receive my funds yet

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
