Incorrect item received - dispute

In my dispute is a message asking me to respond to their message requesting return of the incorrect item. The response form has only a box to fill in with the tracking no. and nothing else. I want to respond, not with a tracking no., but with a message that before returning the item I will require the refund of my payment plus an additional "$30 for postage. How therefore do give them their requested "response" within the dispute format? John Gaff
