I did not receive my parcel - Paypal did not help and closed my case

I ordered some clothes online. They delivered it and left it outside my flat and it got lost. Paypal refused to help and closed my case. Is this how buyer protection works? 

As paypal will not help, I want to get legal help, can anyone advise?

Once the item has been delivered, the seller's obligation is done.

It is up to the buyer to ensure a safe place free of porch pirates and package robbers for item delivery.
