How to resolve an account limitation

On May 23, 2020, I got an email saying that my account is limited because you were a minor when you created this PayPal account. I was told in that email that "When you're at least 18 years old or have reached the age of majority in your state residence, please contact us so we can assist you with restoring your account.". But when I try to use contact us, it says "You can no longer use PayPal". I am completely locked, please help me remove the limitations, I am already above the age of 18, currently I am 22 years old.
