How to issue refund to my buyer's claim while account has a Limitation

As due to pandemic situation of Covid-19, We could not ship the items that the buyers purchased from us. And we could not issue refund directly as there is some limitation in the account, Therefore we have already authorized PayPal to issue the full refund & sent the authorization letter through the resolution center for the

WE HAVE AUTHORIZED PAYPAL TO ISSUE REFUND & ALREADY UPLOADED THE AUTHORIZATION LETTER TO PAYPAL THROUGH RESOLUTION CENTER, AS CURRENTLY THERE IS A LIMITATION ON OUR ACCOUNT SO WE CAN NOT REFUND BY OURSELVES DUE TO THE LIMITATION , THEREFORE WE REQUEST & AUTHORIZE PAYPAL TO ISSUE FULL REFUNDS FOR THESE CASE ID'S & CLOSE THE CASES,

BUT THE BUYERS ARE PINGING US DAILY FOR THE REFUND, SO WE HAVE REQUESTED PAYPAL TO ISSUE THE REFUND SOONER AND CLOSE THE CASE BUT AS THE PAYPAL CUSTOMER CARE SERVICE IS NON RESPONSIVE NOW & THE EMAIL TO PAYPAL OPTION IS NOT WORKING ALSO THEREFORE WE ARE WRITING HERE TO ASK PAYPAL AUTHORITY TO MAKE THE RESOLUTION SOONER AS WE HAVE UPLOADED OUR AUTHORIZATION LETTER FOR ISSUING THE REFUND.
