How to appeal a closed account case?

I was asked to submit description on last few transactions, which I did and called customer support to review it. 

The customer support person told me that my account will be closed permanently. The email I received from Paypal said security reasons.

I have been using Paypal for 3 years(mostly for personal transactions) and almost never had a problem. The only potential problem I see is that I converted it to a business account once and didn't switch it back to personal when I closed the business.


How do I appeal the decision? Is it Worth appealing when you don't know the reason?
Is it agains Paypal's term of service to create a new account with new card and new bank?
