How do you contact Paypal away from the Locked down dispute process?

Why does PayPal offer Zero protection to buyer from Fraudulent companies.  Why are we being asked to send back incorrect items that are not what we ordered to receive even a possibility of a refund, but in reality adding to our losses?  HOW DO WE escalate the disputes process when they give you no mechanism to do this but instead just ask you to upload a freight docket?  This is not what PayPal promises in protection?  How do you make conatct away from the dispute process?

This happened to me, I've now won my case and getting a refund but I'm still £15 out of pocket due to PayPal telling me to return item.

It will cost me more to send it back to China that the sale price and it puts me more at risk of fraud.  The fact that this company is a FRAUD is why I used PayPal for protection.

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
