How do I contact a human Paypal rep to resolve a dispute against me?

I usually simply call a contact number to have a frivolous dispute removed.
I am unable to contact Paypal by phone now. How can I speak to an actual Paypal rep on the phone to assist me with a dispute?

Unlikely as most of the phones are non-operating due to covid.
have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
