Help! Paypal denied claim

Purchased item in July, when received it it was very different from what was advertised.  Immediately contacted Paypal.  The seller never responded to me and I suspect never responded to PayPal.  The estimated resolution date was pushed further and further out and today they sent an e-mail that my claim was denied because the item is not materially different.  I have documentation that it is - PayPal never asked for more information or any documentation.  I suspect they had no luck with seller, so they are leaving me with no fair resolution.  I have trusted PayPal for many years.  I won't depend on them unless they are a last resort for payment.
