The fact that anyone can just claim they never authorized a payment and then be able to claim the money back is ridiculous , this mean that anyone can pay for something using paypal, receive what they paid for then simply claim ooops, sorry it wasnt me that made the payment, give me my money back now.
And as far as i can see, there is no appeal against a decision option either seeing as the money has already been refunded. What this person did to me was fraud, and PayPal assisted them in this fraud. I have proof that this person in question received what they paid for, but again all because they claim it was not them who authorised it, they get the money back.
I need a higher up in PayPal to contact me asap and fully explain this to me

An unauthorised transaction means that an account holders Paypal account was hacked and used without their consent by your ?buyer.
If Paypal check IP addresses etc and find in favour of the account holder then of course they are reimbursed.
However you would not lose out either as long as you met ALL the requirements of seller protection, so your best bet is to go and read up on it to make sure you were covered.
If you want someone higher up or a paypal agent then contact customer services.
