Fees added to my account - After Paypal advised me to do a Disputed Transaction

In April I bought goods in the USA to the value of $120 USD. The goods were then sent by the Ebay seller to my delivery address in Portland Oregon USA. When the goods arrived I was advised by the Freight Forwarding company that many of the porcelain items were smashed and they said that the Ebay seller had not packed the box correctly and that is why the goods were broken in the USPS delivery service.
My next step was to report the matter to the E bay seller and advise that the goods had arrived but they were mostly broken. Their was a PayPal Disputed Transaction raised and at the time it was raised i was still to liaise with the seller as to what she wanted to do re the goods. My dialog with her was sporadic she wrote to me and wanted to know how many were broken etc and I sent her pictures. She wanted to know did i want any of the items that was not broken but I could not give her an answer unless the goods were subject to a full damage inspection. Some were too badly broken to be repaired. The emails were sporadic from the seller. Then I received a message from PayPal requesting that I return the goods and I had to liase with my on forwarding company in Portland USA which was time consuming and the documentation confusing for a buyer who has never had to return goods before ever. The last resort being that I did not have an address with which to send the goods to, I had nothing from PayPal with the address on it and emailing the seller she just did not reply. Now PayPal claims they sent me an email with the address but i did not receive it and PayPal insisted they did. The end result was that the "Disputed Transaction" was cancelled as I did not forward them a copy of the Consignment Note. I could not send it as the goods had not been sent due to no address.
I ring PayPal in May and discuss the Disputed Transaction being cancelled (Yet on my account even today the disputed transaction it is still showing as an open transaction it is not closed or cancelled) we discuss the matter and PayPal tell me there is no way that another Disputed Transaction can be raised. I tell them I am out of pocket $120 USD and I still have the box of smashed porcelain. PayPal advised me that the only way I can get my money back is to take out a Disputed Transaction with my Bank and they will liase with PayPal and I will get my money returned.
I wish it was as easy as it sounded, I did exactly as asked and finally the money was refunded to me 2 days ago in July. Now I have my money back PayPal have put two lots of fees onto my account $230.00AUD Debit & a $230.00 AUD Credit, which makes my account show that I owe PayPal $230.00 AUD which is not correct. Trying to ring PayPal and discuss the matter verbally was useless they basically verbally bullied me and tried to tell me that the original payment of $120.00 US was not received by them, that i have taken out an illegal Disputed Transaction claim with my bank. I have the original transaction leaving my account and nowhere between April and now does it come back into my account. Now PayPal is saying that I need to deal with my bank, my bank is saying this is a PayPal issue and im caught inbetween with charges on my account i dont owe and basically im stuck between a rock and a hard place and my account will be locked when i dont pay the $230.00 . I cant pay what i dont owe!!
HELP SOMEONE!! Im out of my depth PayPal says talk to my bank my bank says talk to PayPal!!

When a PayPal dispute is lodged, the amount is withheld by PayPal pending outcome of dispute but according to your story, the dispute was closed however, you said it was still open on your end. Then you were told to file a dispute with your financial institution on top of that. Once you open a dispute with your financial institution, it would or should close the dispute automatically and the funds released back to the seller. And the battleground is between PayPal and your banking institution.
When something is debited and then credited, it puts things back at zero, as if PayPal didn't debit your account to begin with so you shouldn't be in debt of -$230.00 AUD. Did you receive a refund from your financial institution? Into your original funding source account that is, not PayPal. Check there. And also check the status of the PayPal dispute to ensure it is marked closed. There could possibly be some snafu where the funds from the dispute is MIA.
Keep calling PayPal customer service unit you can get someone who can assist. Perhaps you'll need to opening a case with bbb.org under PayPal San Jose CA to get PayPal Office of Executive Escalations and have them forward it to the PayPal North America office since your account is non-US and have them review it.
