Etsy dispute or PayPal?

I bought some masks on Etsy. They are not as described. I would not even donate them with a clear conscience because you can literally see light through them. I asked for three layers. They came with two. The seller says she will only refund me the difference between two and three layers which is $2 per mask. I paid more than $100. Is it better to open a case through Etsy and wait until it resolves or deal with it through PayPal? Thanks for any help in advance.

I have no idea about Etsy disputes so can't say which one is your best bet to open, that would be up to you, I can only advise on a Paypal dispute.
Advice is voluntary.
