Bought 7 hardware pieces from an RV dealership. 3 arrived. 4 backordered. contacted them several times. Their emails say "we have problems obtaining parts from this vendor, you may need to get them somewhere else". Replied asking for a refund on unsent items...nothing. Made the mistake of letting paypal handle it and they judged in their favor! Now I have "some" parts and paid an increased price. RV people then send an email to me saying "we're not dishonest, despite paypal siding with us, we'll issue a refund for the remaining parts". They haven't. I look for a complaint against the dispute...there isnt one. Once the decision is made...it is made. How can a vendor admit to a fault and STILL win a judgement?!

Write to the seller kindly that if they don't simply provide a partial refund of the items that can't be fullfilled, you won't have any choice but to file a credit card dispute (if you paid by credit card) and they'll be charged extra fees for PayPal to handle the case and report them to PayPal for abusing seller protection and even file a report on them with ic3.gov

- Click Activity at the top of the page.
- Select the payment you want to refund.
- Click Refund this payment.
- Under "Total Refund Amount," enter the amount you want to refund (you may have the option to refund a partial amount of the payment), and then click Issue Refund (you'll be directed to a page confirming that your refund has been sent).
When you issue a full refund using the Issue a refund link, we credit your full variable transaction feewhile the fixed portion of the fee is not refundable. If your customer originally paid using their American Express card, you were not charged a fixed fee and the entire variable transaction fee will not be refunded. When you issue a partial refund, we credit a percentage of the variable transaction fee, based on the amount of the refund.
