Contact us number does not work ?? but it does on my other account

What is going on with customer service on paypal? 

I have 2 paypal accounts, one is older and I just created a new one due to a name change for some odd reason the new account is terrible. 

1. Holds on all payments

2. Customer service contact us not available, just message or email. But its all lies since on my other account I can easily call an agent and they answer right away. 

3. I wanted to change my credit card to ALLOW the currency to be charged in the invoice issuing currency, and NOT use the paypal currency exchange rates, but again cannot find the menus anymore as they are super hidden again.

So whats going on paypal ? this is a terrible way to handle actual account issues, even if an account holder is new / OR existing as in my case where we can see both views.
