Confused on how to dispute

I haven't used  Paypal in years.  I went to a website a couple weeks ago from a facebook ad.  I bought a product for $95.  They used  paypal for payments.  I  selected pay with  my credit card instead of logging into my paypal account.  I placed the order, the charge  shows  on my credit card as paypal, I received a receipt from paypal with a receipt number and basic details.  its been a few weeks and I have gotten no reply or response from the website, no shipping details  and no product.  credit card charge went through fully on the 5th, which shouldn't of happened till it shipped.  If it shipped i'd  have it by now.  When i log into my paypal account, there is no record of the transaction there (guessing because I didn't log in when I paid).  How do I dispute this with paypal? I tried calling in, but they don't seem to be working due to covid.  Any ideas? Am I missing something?  Can you only dispute things bought while logged into your account?  Any help would be  appreciated.
