Closing a limited acount

Paypal has limited my account due to it being created whilst I was underage. Whenever I try to close the account I get the following message:
"Before you close your account…
Sorry, there's a problem. If you keep seeing this, please contact customer service."
How can I close this account? Can it be closed from Paypal's side?

Sadly you can't close it, Paypal limits the account to stop you removing anything from it.
They don't want you to be able to use anything linked to it to try and open another Paypal account against their rules.
Advice is voluntary.
