PayPal is blocking me from closing my account. There IS NOT A WAY TO CLOSE MY ACCOUNT.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

Thank you. I will try Facebook. I have filed a complaint with the BBB as well. I have spent hours on the PayPal web Resolution page, on hold waiting for customer service, texting their text bots and on Customer Service. After days and days it does seem that my account status and their aversion to solving problems directly feels very dishonest.
